Article Review and Peer Review Process

  1. Manuscripts submitted to the editorial board of the serial scientific publication «Emigrantica» undergo mandatory peer review for expert evaluation.
  2. At the first stage, the responsible editor of the issue conducts an examination of the manuscripts for compliance with formal requirements.
  3. Manuscripts that do not meet the formatting requirements or the thematic profile of the publication are not considered or reviewed. The editorial board makes the decision to reject the article from consideration and publication in this case.
  4. Manuscripts that align with the thematic profile of the publication and meet formal requirements are sent for review to independent experts with the closest specialization to the article's topic.
  5. The expert evaluation of the manuscript is conducted under the principle of double-blind peer review, where neither the reviewer knows the author's name nor the author knows the reviewer's name.
  6. For the expert evaluation of manuscripts, both members of the editorial board and highly qualified specialists from other organizations may be involved. Reviewers must adhere to the publication ethics adopted by the journal.
  7. Each reviewer has the right to withdraw from a review if there is an obvious conflict of interest. Based on the results of the review of the manuscript, the reviewer makes recommendations on the future of the article (each decision of the reviewer must be justified): a) the article is recommended for publication in its present form; b) the article is recommended for publication after the correction of the shortcomings noted by the reviewer; c) it is recommended to submit the article for additional review to another expert; d) the article is not recommended for publication.
  8. Reviews are written in free form or according to a scheme developed by the editorial board. Original reviews are stored in the journal's archive for 3 years.
  9. The maximum period for reviewing and peer-reviewing a manuscript is 6 months.
  10. If the review recommends revising and/or reworking the article, the author is sent an abbreviated version of the review with constructive comments, without indicating the reviewer's name, position, or workplace. If the article is rejected, the author receives a reasoned refusal.
  11. An article not recommended by reviewers for publication is not accepted for reconsideration and is not discussed at the editorial board meeting.
  12. If an unresolvable controversy regarding the article arises between the author and the reviewer, the editorial board has the right to transfer the article to another reviewer. In case of conflicts, the article may be passed on to one of the members of the editorial board. The final decision in such cases is made by the editor-in-chief.
  13. Articles that successfully pass the peer-review process are considered at the editorial board meeting. After the editorial board's decision to accept the article, the author receives a letter with brief information about the review results and the approximate publication timeline.
  14. Articles by editorial board members, which form the basis of the publication, undergo peer review by external experts and are discussed at the editorial board meeting in the general order.

If a conflict of interest exists between the editor or reviewer and the article's author, the article must be transferred to another editor or reviewer, respectively.

In order to avoid conflicts of interest, in accordance with the accepted ethical standards of the journal, each of the parties has the following responsibilities.

The editorial board is obliged to:

  • transfer the text of the article to another reviewer for examination, if the initially selected reviewer has a conflict of interest with the author of the article being reviewed;

The author is obliged to:

  • indicate the existing and potential sources of conflict of interest or their absence in the cover letter;
  • specify the author's affiliated organization (one or more) and sources of research funding.

The reviewer is obliged to:

  • inform the editorial board about the existing conflict of interests;
  • refuse to participate in the review of manuscripts in case of conflicts of interest due to competitive, joint and other interactions and relationships with any of the authors, companies or other organizations related to the submitted work.

The reviewer must not:

  • use unpublished data obtained from submitted manuscripts in their own research without the written consent of the author;
  • use information or ideas obtained during the review and related to possible benefits for personal gain.

If at least one of the authors of the article has conflicts of interest, this is indicated in the text of the article. A commission consisting of members of the editorial board may be established to resolve issues and complaints related to possible violations of the principles of editorial ethics. The commission examines complaints from authors, readers, reviewers, editors, and publishers.
